Chief Executive Officers of All National Banks, Federal Savings Associations, Federal Branches and Agencies of Foreign Banks, Department and Division Heads, All Examining Personnel, and Other Interested Parties
The purpose of this OCC bulletin is to inform all national banks, federal savings associations, and federal branches and agencies of foreign banks (collectively, banks) of a change to the process of submitting information through the assessment account designation form. The change is effective July 31, 2013.
The Office of the Comptroller of the Currency (OCC) requests updated assessment information semiannually, in February and August. The OCC accepts at any time changes to banks’ assessment information, such as account numbers, routing numbers, or bank contact personnel, through BankNet.
As of July 31, banks will no longer be able to submit assessment account designation forms by fax. The forms will be processed through BankNet, the OCC’s secure electronic system for national banks and federal savings associations. This change allows the OCC to provide banks with higher-quality service, ensure greater confidentiality, process changes more efficiently, eliminate the need for multiple OCC entry points, and decrease duplicate processing.
For banks to update their information on BankNet, they must be BankNet members, and the person at each bank authorized to enter the assessment information must be a BankNet user with “Assessment Administration” privileges. If authorized assessment personnel do not have BankNet access, they should navigate to www.banknet.gov, select “Register,” and follow the online instructions. If authorized assessment personnel already have BankNet accounts and wish to verify they have the appropriate permission to update the assessment information, banks’ BankNet agents can provide this information. If banks are not sure who their BankNet agents are, or if they would like to appoint additional BankNet agents, they may email the BankNet help desk at BankNet@occ.treas.gov or call (800) 641-5925.
For additional information on BankNet, please navigate to www.banknet.gov and select “About BankNet” on the toolbar.
For questions about this process or the required change, please contact Deborah Thomas by telephone at (202) 649-7946 or by email at BankAssessments@occ.treas.gov. For BankNet technical support, please call (800) 641-5925 or email BankNet@occ.treas.gov. Technical support is available from 8:00 a.m. to 5:00 p.m. eastern time, Monday through Friday, except on holidays.
