WASHINGTON — The Office of the Comptroller of the Currency (OCC) today announced three new members of its Executive Committee, effective October 10, 2022.
Beverly Cole has been selected as the Senior Deputy Comptroller for Midsize and Community Bank Supervision. She will lead a team of 1,600 people in the supervision of more than 1,000 national banks and federal savings associations. In addition to being a member of the OCC's Executive Committee, she will serve on its Committee on Bank Supervision.
Ms. Cole has served as Acting Senior Deputy Comptroller for Midsize and Community Bank Supervision since July 2022. Prior to that, she served as Deputy Comptroller for the Northeastern District, responsible for the oversight of more than 200 community banks and federal savings associations, 15 independent data service providers, and 6 independent national trust companies. Ms. Cole has more than 40 years of experience serving in a variety of supervision roles overseeing banks of all sizes, including Deputy Comptroller for Compliance Supervision, Senior Advisor to the Senior Deputy Comptroller for Midsize and Community Bank Supervision, and Assistant Deputy Comptroller for Specialties and Operations in the Northeastern District Office.
Minh-Hai Tran-Lam has been selected as the Senior Deputy Comptroller for the Office of Management and will serve on the OCC’s Executive Committee. She will be responsible for leading the OCC's departments of financial management, human capital, administrative operations, and information technology.
Ms. Tran-Lam brings more than 18 years of experience in financial management, information technology, risk management, and business operations to the agency. Prior to joining the OCC, she was the Chief of Staff to the Chief Information Officer and Chief Privacy Officer at the Federal Deposit Insurance Corporation where she oversaw the budgeting, human resource management, procurement, and business management initiatives. Ms. Tran-Lam also previously served in various positions at the Department of State, Bureau of Information Resource Management, and the Executive Office of the President, Office of Management and Budget.
Jay Gallagher has been selected as the Senior Deputy Comptroller for Supervision Risk and Analysis. He will oversee OCC staff responsible for Systemic Risk Identification and Support, Supervision System and Analytical Support, Economic and Policy Analysis, and Risk Analysis. Mr. Gallagher will also serve as a member of the OCC's Executive Committee. Mr. Gallagher has been Acting in this role in July 2022.
Prior to this role, Mr. Gallagher served as the Deputy Comptroller for Systemic Risk Identification Support and served as the Chair of the OCC's National Risk Committee. Throughout his career at the OCC, Mr. Gallagher has supervised banks of all sizes and complexity. In Midsize and Community Bank Supervision, he served as an asset management expert and was instrumental in the supervision of complex national trust banks. In Large Bank Supervision (LBS), he has served as team leader for asset management, mortgage, and retail credit and as LBS market risk team lead and lead expert for asset management. Prior to joining the OCC, Mr. Gallagher also served in the U.S. Marine Corps.
