OCC Bulletin 2019-22, Real Estate Settlement Procedures Act: Revised Comptroller's Handbook Booklet and Rescissions
This booklet addresses compliance with the Real Estate Settlement Procedures Act, which requires lenders, mortgage brokers, or servicers of home loans to provide borrowers with pertinent and timely disclosures regarding the nature and costs of the real estate settlement process. The act prohibits specific practices, such as kickbacks, and places limitations on the use of escrow accounts.
This booklet applies to the OCC's supervision of national banks and federal savings associations. References to national banks in this booklet also generally apply to federal branches and agencies of foreign banking organizations.
